Georgia, Parliamentary Elections, 26 October 2024 OSCE ODIHR Election Observation Mission, Final Report
1. Pressure and Intimidation:
"Reports of pressure on voters, particularly on public sector employees, remained widespread in the campaign. This, coupled with extensive tracking of voters on election day, raised concerns about the ability of some voters to cast their vote without fear of retribution."
2. Biased Media Environment:
"The polarized media environment and instrumentalization of private outlets for political propaganda affected impartial news coverage, hindering voters’ ability to make an informed choice."
3. Procedural Irregularities:
"Procedural omissions included improper handling of unused ballots, failure to announce votes aloud, and inconsistencies in determining ballot validity."
4. Pressure on voters:
"ODIHR observers noted numerous indications of pressure on voters, reports of many voters feeling pressured, tracking by ruling party structures and affiliates, and overcrowding at many polling stations."
5. No possibility of impartial judgment of complaints by the CEC:
"Most decisions were made by election commission chairpersons rather than the full commissions, undermining collegiality and reducing transparency, contrary to prior ODIHR recommendations. Many complaints were dismissed as unsubstantiated, often without adequate investigation of the merits. The trust in the law enforcement, the election administration, and the judiciary to effectively and impartially adjudicate politically sensitive matters remained low throughout the electoral period"



IRI International Election Observation Mission to Georgia Final Report of the 2024 Parliamentary Election:
1. Misuse of State Resources and Uneven Playing Field:
"The ruling party also allegedly launched a widespread campaign to collect profiling data on citizens, reportedly using government resources, in violation of voters’ privacy. These government actions created an uneven playing field, compromising the fairness of the election."
2. Systematic Voter Intimidation:
"There was widespread and systematic political intimidation and coercion, particularly in rural and ethnic-minority areas."
"While election day proceeded without major technical issues, the presence of video cameras in polling stations and the use of special pens that compromised ballot secrecy exacerbated fears of voter intimidation."
3. Manipulation and Irregularities on Election Day:
"Election day malpractices included coordinated efforts of voter surveillance, coercion, vote buying, carousel voting, breaches of ballot secrecy, interference with inking procedures, and obstruction of domestic observers."
4. Overall conclusion:
“A legal framework and regulatory practices that hindered genuine electoral competition, misuse of public resources by the ruling government, the targeting of civil society, obstruction of opposition parties, systematic voter intimidation, and lack of public confidence and trust in institutions contributed to an election that was fundamentally flawed."
“The mission observed significant irregularities in the electoral process, highlighting four primary areas of concern: inequitable conditions and misuse of state resources; suppression of civil society and opposition parties; systematic voter intimidation; state capture of electoral and judicial institutions; and rejection of the results."



Violations recorded in connection with the October 26, 2024 elections by electoral districts and polling stations

* Regarding the parliamentary elections of October 26, 2024, approximately 4,500 complaints were filed at polling stations.
* Despite many being rejected, only around 1,500 advanced to district commissions, the Central Election Commission (CEC), and the first and second-instance courts.
* A significant number of complaints were not appealed to higher authorities by observers and parties due to a lack of trust. Additionally, many authorized individuals either did not or could not file complaints because of a hostile environment and various forms of pressure or intimidation.
* Nevertheless, even the complaints that were submitted covered the entirety of Georgia (almost all districts and polling stations). Of the 2,429 total violations, 70% were found to be systemic.
* An analysis of complaint data at the polling station level clearly indicates that the CEC’s preliminary data does not reflect the true will of Georgian citizens, and the legitimacy of the election requires a fair investigation.
